One project that DNC has been involved with is the improvement of the garden at the top of
the Causeway. This area has been repaved and replanted and now is a very pleasant
place to sit and enjoy the tranquility of the area only a step or two away from the hub-bub of
the town centre.
We also had installed here a bench in memory of a much regarded past member of DNC,
David Elliot. David was a well recognised figure around town, riding his bike, checking on
planning applications in the Denne area and looking for prospective gardens to nominate
for Horsham in Bloom. David served as a Royal Marine and then on the Royal Yacht as a
band member. He taught at Christs Hospital and at the Rikkyo School as
band master.
David campaigned strongly against the closure of WSCC care homes for the elderly until
the private sector was firmly in place.
The bench installation ceremony was attended by David's daughters, Wendy and Elizabeth,
John Bailey (the then chairman of the HDC councillors), local district councillor David
Sheldon, members of Denne Neighbourhood Council and many others - friends and
colleagues - who knew David well.

Gritting, potholes, out of phase traffic lights, overgrown foliage and pedestrian
crossings are just some of the matters we have recently dealt with on behalf of our
residents. Speeding can be a problem in many neighbourhoods and to help combat
this, several Denne Councillors have been trained to use the hand held Speed
Indicator Device (SID). SID will flash up vehicle speeds to make drivers more aware of
how fast they are travelling. This device can be used in any area of Horsham if
required.

The Highway Rangers are a team who cover the whole of West Sussex. They visit the Horsham District
once every five to six weeks on average, although if there is little demand for their services in one area
when they are scheduled to visit then they will focus their attention on a higher demand area at that
time. They will also do work on an as seen basis - if they see something that needs to be done they will
often stop and do it. If you see the Rangers out and about please go and see them and have a chat!
The Highway Rangers' work includes cleaning, clearing and tidying anywhere near the public highway.
Work in the past has included clearing paths obstructed by trees or bushes, cleaning street signs
covered in moss, cutting back hedges or tree growth obscuring signs or view of the road. They can also
repair verges churned up by cars. What the Rangers CANNOT do is any work that will take them into
the public highway or any work that would involve diverting traffic.

We are pleased to report that the refurbishment of the Needles Community
Centre is now complete. This follows a nine month building programme
which has cost £570,000 and almost half the costs have been met by
WSCC.
The upgraded buildings will provide youth club facilities, children and
family services, a community/internet cafe for young families and older
residents (daytime). Kings Church will continue to use St Peter's Hall, as
will the Women's Institute and The Borough Band. The old band hall has
been totally refurbished and will now house Busy Bees pre-school. The
interior of the RAFA club has been re-decorated and will remain as an
important social venue for local folk and ex service personnel.
These improved facilities were reopened in October 2008 by Councillor
John Bailey, chairman of HDC and Councillor Pat Arculus, portfolio holder
for Children's services at WSCC. Children's and family centre services
began in November, along with Youth sessions.
We are looking for enthusiastic people to join the Needles
