Planning
Whilst Denne Neighbourhood Council does not have any powers to approve or reject planning
applications in our area,. Horsham District Council does notify us and seek our opinion.

We have a planning group that looks at applications, visiting sites and speaking to local residents.

This is an example of local people having a valued input into local decisions.

What are local issues when it comes to planning?  It can be whole new developments (like the West of
Horsham), businesses wanting change of use, simple house extensions through to tree felling or
pruning.

Planning issues can often raise emotive responses, especially where much loved buildings could be
lost.

Denne Neighbourhood Council firmly believe in keeping valued local buildings from demolition.

If you have a planning issue you want to raise with us do let us know and if we agree you have a valid
point we can make representations on your behalf to Horsham District Council.
West of Horsham development
1,000 new houses in the Denne Neighbourhood

One thousand new houses are to be built in the Denne Neighbourhood area, resulting from the Government's
building plan for the South East.  The houses will be built behind Tanbridge School along the A24 up to the
railway line.  Another 1,000 houses will be built in Broadbridge Heath.

As a Neighbourhood Council we, as well as Broadbridge Heath Parish Council, have been invited to participate
in the Reference group that will give direction to the new development.  We regard this as a positive move from
Horsham District Council (HDC) and value the opportunity to influence the development.

Our vision is to build a sustainable community that will be sympathetic to both the environment and the
neighbouring housing estates.  We aim to put safeguards in place that will cause minimum disruption to the town
as a whole and specifically to those in close proximity of the building works.

Working on the project is certainly rewarding as we endeavour to meet the criteria set by both ourselves and
HDC.  This new development will be built with a community centre at the heart of it, to encourage a community to
develop.  The housing should be aesthetically pleasing to look at, comfortable to live in and as economical to
run as possible.  The nearby rivers encourage large natural areas to be left undeveloped, creating recreational
opportunities and should give a rural feel to the development.

Denne Neighbourhood Council's Planning Committee meets regularly to discuss Planning Applications notified to us by Horsham District Council.
Our response to any planning application can be seen on the HDC Planning website  
DNC is actively involved with Horsham District Council, West Sussex County Council, the Environment Agency & Berkeley Homes to ensure the best possible outcome for
the neighbourhood.

We are aware that few local residents welcome building on their green fields, but we believe that Berkeley
Homes will create an attractive, high quality development with
the maximum possible landscaping. Eventually there will be more open access along the riverbanks & a new footpath south of the River Arun.

DNC has been able to raise awareness of the flood risk in the Hills Farm Lane area & this is still under investigation. We are also working with the County Council to
minimise the impact of additional traffic & to ensure the safety of pedestrians.

Work has now started on the West of Horsham Site

A new slipway is being built on the A24, which will be used by all construction vehicles & for on-site parking.

Trees have been felled to allow space for the Northern Access road from the site to Hills Farm Lane. This has been done now to avoid the bird-breeding season.

Work on the Northern Access Road is likely to begin in early May. This is the only time there should be any construction traffic in Hills Farm Lane – please contact us, or
the site management directly, if you see vehicles using the new road to access the site.

Infrastructure work is also scheduled to begin in May & building in June.
